Current Program Areas for Funding

Three years ago the Sapelo Foundation's program areas for funding were refined in order to assist potential grantees in their fundraising and proposal writing efforts. A decision was also made to place a priority on funding work in rural areas of Georgia as opposed to work in urban or metropolitan areas of the state. This does not exclude organizations located in urban centers from consideration but simply places an emphasis on the significant needs of rural Georgia and the Foundation's commitment to addressing them. In the coming years the Foundation will also make an effort to become more strategic in its grantmaking. Organizations are strongly encouraged to network and work together cooperatively on shared issues of concern, thereby realizing a higher level of success on both the state and national policy levels.

Environmental Protection and Sustainability Initiative

This includes issues such as:
  • Water and Air Quality - Surface and ground water issues, pollution laws and regulations
  • Sprawl/Sustainable Development - population growth and resultant strain on ecosystems planning and zoning regulations, erosion and sedimentation issues
  • Protection and Management of Public/Private Lands - Barrier island management, forestry/wildlife management practices, appropriations for acquisitions, management and protection
  • Corporate impacts on rural communities - landfills, factory animal farms, incinerators, locations of polluting industries
  • Social and Environmental Justice Program

    This includes issues such as:
  • Anti-racism and hate crime initiatives
  • School reform
  • Judicial system reform
  • Human health and safety issues around industrial pollution and hazardous waste sites
  • Labor issues involving immigrant population, displaced workers, globalization, welfare reform, and privatization (this is a new area for the Foundation and one which will be entered into slowly as we learn more about the issue and its impacts in Georgia).
  • Rural Economic Development

    This includes issues such as:
  • Community development corporations
  • Rural housing initiatives
  • Small business incubators and micro enterprise ventures
  • Self-help credit unions and revolving loan programs
  • Community capacity and asset building

  • The Sapelo Foundation Application Procedures
    I. Legal Requirements

    A. Only proposals from non-profit, tax-exempt, charitable or educational organizations and institutions which are exempt under section 501(c)3 of the Internal Revenue Service Code are accepted
    II. Deadlines

    A. The Trustees meet to consider grants twice each year
    B. Deadlines for submission of proposals are September 1 and March 1
    C. When deadlines fall on a weekend or holiday, the deadline will be the following working day
    D. Proposals must be postmarked or delivered to the Foundation's office on or before the deadline dates
    E. Late proposals will not be accepted
    F. Incomplete proposals will not be accepted
    G. Proposals are not accepted by facsimile (fax) or e-mail
    III. Grant size

    A. Grants range from $1,000 to $75,000 depending on the scope of the work
    B. The average award is between $10,000 and $25,000
    IV. Interim and Discretionary Grants

    A. There are no interim or discretionary grants
    V. Reporting Requirements

    A. Final Report

    1. Grantees are required to submit a full and complete final report showing the expenditure of funds and the progress made in accomplishing the purposes of the grant
    2. Reports are due when all the funds have been expended
    3. Grantee organizations failing to do so are not considered for additional funding
    B. Progress Report

    1. Grantees are required to submit a progress report showing the expenditure of funds and the progress made in accomplishing the purposes of the grant
    2. Reports are due upon re-application, or annually - for projects funded for more than one year
    3. Grantee organizations failing to do so are not considered for additional funding
    VI. Proposals
    The Foundation staff is available to answer questions about proposal preparation, however, the final decision on proposals lies with the Board of Trustees of the Foundation. Incomplete proposals or proposals that fail to follow the guidelines set forth below will not be considered.

    Proposals to the Foundation must include the following:
    (Please use this outline as a checklist for your proposal)

    A. Cover Letter signed by the executive director or board president
    B. A one page Summary which includes:

    1. Name of the organization 2. Project title 3. Primary contact person 4. Phone number 5. Address 6. Amount requested 7. Brief statement of primary objectives and methods (two paragraphs)
    C. Narrative of three to five pages which describes

    1. Statement of problem 2. Main objectives 3. Action plan 4. Anticipated results and method of evaluation
    D. Budgets

    1. Proposals Requesting General Support

    a. Annual operating budget for the organization clearly showing revenues and expenditures and other sources of funding (both secured and proposed)
    2. Proposals for specific projects

    a. Annual operating budget for the organization clearly showing revenues and expenditures and other sources of funding (both secured and proposed)
    b. Project budget showing expenses and other sources of funding (both secured and proposed)
    E. List of the governing body for the organization

    1. Board of Directors or other governing body
    F. IRS tax determination letter

    1. Organizations requesting grant funds must be determined to be a 501(c)3 publicly supported organization by the IRS and not a private foundation
    G. Only one copy of the proposal is required

    1. Proposals must be printed single sided, on 8.5" x 11" paper
    2. Use a font size of at least 12 or larger
    3. Proposals should be presented in a format that is easily re-printed for inclusion in the board book
    4. Do not bind or staple proposals
    VII. Notification

    A. During the review process, additional written information and an interview and/or field visit to the site of the project may be requested at the discretion of the Foundation
    B. The Sapelo Foundation cannot accept the responsibility for keeping grant requests confidential and reserves the right to discuss proposals with outside consultants to assist in fair evaluations
    C. Grant award decisions are made at the meeting of the Board of Trustees eight to twelve weeks after each deadline
    D. Prospective grantees are notified of the decision within three weeks following the board meeting
    E. Grants generally are issued after receipt of the signed Grant Agreement
